The Federation Council held an open dialogue with the head of Roszdravnadzor

On May 27, 2026, the Federation Council held an open dialogue between senators and the head of the Federal Service for Supervision of Healthcare.

Alla Samoylova opened the business meeting with a report on the powers and activities of the Federal Service for Supervision of Healthcare. The senators listened to information about the main achievements of the Service, including the implementation of a risk-based control model and a focus on preventive measures, as well as the introduction of artificial intelligence, the results of state control over medical activities and the circulation of medical devices and pharmaceuticals, the automation of the licensing procedure, and the control over the organization of healthcare in the new regions.

Alla Samoylova concluded by emphasizing that for two consecutive years, the Federal Service for Supervision of Healthcare has been recognized as the leader in control among regulatory authorities. This is a highly prestigious achievement, but we are not resting on our laurels. Today, the Government of the Russian Federation has set us ambitious goals, including the implementation of artificial intelligence in control, ensuring that at least 90% of risk indicators are met, and using mobile inspectors in 80% of all inspections. These are ambitious targets that we are rapidly progressing towards in order to ensure that every citizen can access high-quality and timely medical and pharmaceutical care in every corner of our country.
