In the fall of 2026, the mechanism of auto fines for labeling violations will begin to work
Russian President Vladimir Putin signed a law with amendments to the Administrative Code of the Russian Federation, which provide for the introduction from September 1, 2026 of a simplified mechanism for bringing perpetrators to administrative responsibility based on information recorded in the state information system for monitoring the turnover of goods (GIS MT) "Honest Sign" – by analogy with the mechanism of auto fines. Rospotrebnadzor first submitted the draft amendments for public discussion in September 2025, and in February 2026 the document was adopted by the State Duma in the first reading.
Administrative responsibility, according to the document, will be applied to legal entities or sole proprietors for the sale of marked expired goods. The amount of the sanction will be 10 thousand rubles per unit of expired products for sole proprietors and 20 thousand rubles for legal entities.
Initially, the mechanism of auto fines was supposed to gradually spread to different product groups: dietary supplements, beer and certain types of low–alcohol beverages from March 1, 2026, and all other labeled products from July 1, 2026. However, the approved version of the Federal Law does not provide for such distinctions. The new rules will take effect simultaneously on September 1, 2026.
The version of the amendments adopted by the President states that cases of such offenses will be considered within fifteen days at the location of the body that received the materials obtained using technical means operating in automatic mode. Rulings on thematic cases should be formed exclusively in electronic form using the Honest Sign system and sent to offenders by registered mail or in the form of an electronic document within three days.
It will be possible to appeal the decision by submitting a complaint to a higher authority or a higher official in electronic form. The decision on the complaint will also be made only in electronic format using the pre-trial appeal information system.
The draft amendments were published by Rospotrebnadzor for public discussion in September 2025. The explanatory note to the document emphasized that since April 2025, the regulator has recorded an increase in the number of violations related to the sale of expired products subject to labeling. In April 2025, 4.2 thousand legal entities and almost 14 thousand sole proprietors violated the ban, in August – already 4.8 thousand legal entities and 15 thousand sole proprietors. The project developer then explained that the introduction of administrative responsibility would take place in stages "in order to reduce the administrative burden on retailers."
The State Duma adopted the bill in the first reading in February 2026, and at the end of April the document was approved by the Federation Council.
Mandatory labeling of dietary supplements began on September 1, 2023, before that, an experiment on voluntary labeling of products took place on May 1, 2021. The measures applied to natural and synthesized vitamins and their derivatives, provitamins, mixtures of vitamins and minerals, and other biologically active additives.
In June 2025, the government approved a decree on the rules for labeling food identification products for athletes' nutrition. The measure became effective on September 1, 2025.
